The High House by Jessie Greengrass

In the near future, an environmental scientist stocks a holiday home on high ground in a remote village with provisions, a water-driven electrical generator and a vegetable garden, then arranges for a local man and his daughter to be live-in caretakers and asks her stepdaughter and son to move there. Soon apocalyptic floods arrive, leaving the four inhabitants of the house to fend for themselves while learning to live with each other as things are deteriorating around them.
